And in some cases the theft can pose an actual physical danger to someone (I'm not counting the danger to the thieves, I'm not going to shed too many tears over the ones that climb into a transformer station surrounded by a fence with signs warning of high voltage and death, and they get themselves electrocuted).
Its no worse than the news saying "coppers is at an all time high" then right after that talk about how empty houses are being stripped of copper.
