Will every building be enter-able? Of course not, unless you want the game to take 20 years, cost $5,000 and ship on 80 Blu Ray discs.
Will there be large amounts of interactive environment? No idea. But it's GTA, your primary interaction is running things over.
Will there be large amounts of destructible environment? Probably not. In order to destroy a building there must be something inside the building. In order to know why there will be nothing inside the building see the response to question #1.
And no surprise this looks like GTA4.35. First there was GTA. Then there was GTA2, which looked like GTA1.5 (and GTA London was GTA 1.35.) Then there was GTA3. Then there was Vice City and San Andreas. Then there was 4. This, not being a generation jump like 1 to 3, is just a new game based on what 4 was.
