Well, the aforementioned weird aspect ratios are one small reason, but a lot of console games are DESIGNED to have a narrow FOV. It makes everything look bigger on the screen, like putting a magnifying glass over it. You get to show off more detail to the player that is probably sitting on a couch 10-15 feet away, whether in the environment or on weapons in a shooter, and it lets him see things that are far away (in-game) more easily. Plus, another bonus for developers, you show less stuff on the screen at one time, which helps with performance.
