Neh, a good shader can do cel rendering with full Line-AA - it'd be a performance hog, but would be possible to do, and if a good character shader is used you might actually not be able to tell it apart from "normal" shaded artwork, like concept art.
So it could be both in game or rendering.. |

They look like posed screenshots in a static in-game environment.
Still they look spiffy. Hope they really do mix up the environments a little lot.

If those are truly in-game, rather than just artist renderings, I have to say it looks pretty cool. I'll never be a big fan of cellshading, but it didn't bother me that much in Borderlands.
What did kinda bother me was the drab grey and brown everything was. It seems like they're definitely sprucing up the color palette.
I like it.
