Steam has sales because its good business, they make a lot of money doing them. Impulse and D2D do it to compete with Steam. Somehow I don't think publishers are going to take the same approach as those three based on what we're seeing right now.
So Steam somehow invented this idea of offering price breaks, and others are doing it just to compete. That's one of the most nonsensical things I have read recently.
And as we speak, EA is offering a dozen or so recent games for $5, right now (BF:BC2, Mirror's Edge, Sims 2, Sims 3, C&C4, C&C3 and others)
