For starters, they intentionally made Cataclysm much more difficult to jump in to then Wrath and I would even go as far back as The Burning Crusade in terms of raiding. Where there was once incremental steps of progression between Heroic dungeons and entry-level raiding (Karazhan, Naxxramas), they threw it out the window and put a lot of players in the middle. They had run the Heroic dungeons and got gear, but could not do the raiding content effectively due to the difficulty.
