Pretty sure that valve designed the cross platform play so that a single copy of the game can't play co-op with itself on that copy vs the PC copy (I remember reading about this in articles about portal 2). I believe when you link the PS3 game to your PC steam account, it thereafter requires a different copy to co-op. Which incidentally will make it so used copies don't have the free PC copy, since it was linked to the original PS3, and linked to a steam account (steam accounts are non-transferable).

No, you can unlock the 8 basic gestures which are same for each robot, but the stuff in the store is all different. For example the store offers unique gestures to each of the 2 robots. One or two of the hats you get for finishing the game and can buy instead, all the rest are purchase items only. On the consoles, from what I understand, some things can be unlocked by doing achievements, I have no idea why valve didn't carry that over to the PC, but so far I haven't noticed anything unlocked by achives.

If you follow valve games as closely as I've done over the years, you'll quickly notice its becoming a habit of valve's to get the basic game down right, but screw up on a bunch of little details like that (polish type stuff), and more and more not bother to fix them. I LOVE their games, but man, if they'd spent a minute amount of time testing some of the obvious and easy stuff it sure would be nice.
For instance, when they ported no-mercy campaign over from l4d1. In l4d1 they had to patch the elevator to the roof like 4 times before people would stop falling through the floor. In l4d2, they did a direct port almost without any testing/Q&A because they had the same elevator problems and had to re-fix them 3 times in L4D2. Just 1 small example. If you read the changelog notes from steam or other valve games, you'll often notice things that make someone say "really? You REALLY had to fix that problem since that bug actually made it to release?"
I sure do love valve games, they always make them fun, but man if they'd spend just a few hours testing and fixing it would be so much better of an experience.
