It's a Steamworks game so it represents 100% of the population, though not divided between multi and single I would guess the numbers now reflect multi.
It keeps dropping lower and lower, I don't think a patch will do much to keep this game from sinking. I'm rather surprised that they're even patching the PC version - lots of console gamer rage on in that Homefront news announcement for the patch.
