It's not "a lie." You hate analogies, for god knows what reason, but internet capacity is a community resource. ANY community resource is oversubscribed because it's underused. Think of if you're building a public pool. You have 100 chairs around it. Do you only sell 100 season passes? Of course not! The place would be empty most of the time and you miss out on revenue that you need to stay afloat. You figure out what percent of people will be there at any time and sell enough to always be near capacity.

"But when a heatwave comes you get angry customers, and this is a heatwave" yeah sure, that's fine, but you can't run a business by worst-case scenario. You'll go out of business in no time. The issue here is that we're not at worst-case scenario all the time.

But hey, you hate analogies, so I'll let you imagine what speeds you'd be getting and how much you'd be paying if your ISP gave you a guaranteed chunk of their capacity. Capacity dedicated solely to you, whether you use it or not. That sounds great for everyone...
