Activision is recommending the closure of Bizarre Creations, the developer of James Bond 007: Blood Stone as well as several racing games, reports
Develop. This comes just a couple of months after it
was announced that Activision was seeking a buyer for the studio. Activision "explored a lot of leads – pretty much anyone you can imagine in the industry," says Activision Worldwide Studios CEO Coddy Johnson. "But unfortunately, so far we’ve not been able to find any interested parties. So we’ve made as a last resort, a recommendation to the team for closure."

As for blaming someone, who knows. Activision maybe didn't give them support and funding to make great games,
The company was built to make racing games. The racing games were no longer marketable. Their specialization was dead.
It's like all those cupcake shops that opened in Manhattan in 2005. They were small bakeries built to make cupcakes. They sold like crazy. When people stopped buying into the cupcake craze these things started closing. They were created for the sole purpose of making cupcakes and could not last doing anything else (a few still exist.) No different than all the frozen yogurt places of the mid 80s.
