Plus no, the guild quests are not linear as a group. Each is a quest line, which of COURSE is linear, but the guild quests as a whole are not. You do not do the Fighter's Guild then the Mage's Guild then the Thieves Guild then the Assassin's Guild. You do whichever order you want. In other words, they are linear as individuals (as anything with a storyline will be) but not as a group. I guess..? Not really sure what difference that makes. The guilds are completely separate, as are the skills that they revolve around. Leveling up your lockpicking and sneaking skills in the Thieves Guild isn't going to make combat any easier in the Fighter's Guild.
Open-ended means you can solve in many ways. One of those ways inevitably is bashing skulls. Choosing between a bow and an axe to kill someone isn't exactly a meaningful choice. In the end, you're still killing that person. It doesn't really matter which weapon you use.
Most people will not do a quest for the sake of doing a quest because usually there are meaningful ones to spend your time on. If a quest is interesting and entertaining, how can it could be considered meaningless? It baffles me that you can believe such a thing. There are many reasons to do quests beyond just loot and leveling. Learning more about the lore, meeting new characters, gaining potential allies or enemies, making tough moral choices, being the catalyst for change in the world... these are the things that make quests interesting. Challenge is always nice but it is less important than all the things I just mentioned.
And again, if you wait until you're high-level before starting any quests, you're obviously not interested in challenge anyway.
