It's basically smart tearing.

If you aren't doing a full refresh at the indicated framerate, it will attempt to tear at the top of the screen (you finish the slow frame and tear on the new one) and the game runs at a lower resolution/detail to help compensate.

It is giving the developers more control over the performance/graphics and attempting to tear at the top of the screen rather than in the middle or bottom of the screen where you would be more likely to notice it. They are also pushing this because they are capping games at certain framerates and tying certain mechanics (typically animation) to set amount of frames.
I know there is a good Kingpin joke in here somehwere...

Meh - it just sounds like more managed tearing. Can we say this is dynamic inferior visuals?

After all, what happens if you don't have v-sync enabled? When it goes to refresh the screen...it either makes it all the way or it does not. All they're doing here is tweaking what happens when they cannot make it the full way. Dynamically, until that refresh is completed, you get some crappy visuals.

Honestly, I don't enable v-sync for the framerate. I enable it for the visual conformity. Now I can have a v-sync option that does the complete opposite of what I want it to do. Gee, thanks.
Don't call this v-sync. It is no-sync plus.
Noting every game will lie about its framerate now ,

I was wondering about this game - it did not seem like they were doing much marketing for it. And given the early reviews, it looks like this will not be a purchase until it receives a big discount.
The second time around, DNF doesn't seem so bad. At least early on.

They needed to improve the previous layout (better interest results, easier searching, more information, more consistent genre grouping, etc.) instead of rolling out this new layout.

It's basically just big 'ol images of the front packaging. However, from an accessibility viewpoint, it gives me less movies on the screen, less information on the movies, and it decreased my available search and grouping information.
The epitome of failure.

Also, EA pushes aggressive pricing through its Facebook game page. These tend to be open for only a few hours at a time and are primarily for purchases through the EA store, but these are typically discounts of 50% or more.
And all based upon people "liking" the deals.
Saddened that Fable III even made the top 10,

The few things I have seen thus far talk about it being simplistic and limited. I guess we will have to wait for the Tuesda unlock, but I do not think multiplayer will be saving this game.

Noting that MP does, at least, have a jetpack,

Not that any version appears to be great, but the 360 version appears to be outright broken. I won't be surprised if the PS3 version has similar issues as well.

Mind you, this is based only on 7 cumulative reviews, but Gamerankings has the PC version (single review) at 80%, the PS3 version at 60% (2 reviews,) and the 360 version at 43% (4 reviews.)
Can we get a sequal to D3D? Or just a current day update?
Wondering what 3DR was thinking and questioning Gearbox as well,

This was not going to be the ultmate Duke game with amazing graphics after all these years, but I still find it heartbreaking that it still has so many obvious rough edges or shortcomings after all this time. What the hell was 3DR doing? What did Gearbox walk into and what improvements, tweaks, or polish did it apply? For all the people that touched the game, did any of them really understand that make D3D so damned great?

Even just five seconds into the game, why is the depth focus so bad? Why do you have to immediately tweak the PC controls to have it be even remotely playable? Why the focus on gameplay-stopping scripted events? Why is the movement so slow? Why the two weapon limit? Why is the 360 version so inferior from what I have read so far? Is the PS3 version as bad? Why are things so linear?

Graphics are the one thing I will excuse outright, but they still went out of their way to make them look ugly (or at least blurry.) But everything else?
What were you all doing at 3DR? What?
Holding out a small hope enough people buy it so a real sequel can be made,

I think the damning thing was the lack of creativity. Some people were asking me what was shown at E3 and, from a games perspective, it is just newer versions of all the games you were already playing. Get ready for another Tomb Raider, Bioshock, Mass Effect, Zelda, Uncharted, the usual U.S. military shooters, Hitman, Elder Scrolls, etc.

Otherwise, what were the core messages of the respective companies? Sony has a nice handheld, but all the same games. Microsoft is forcing Kinect into all of its games. Nintendo is basically giving you one last reason to play your Wii (Zelda) and then you just have to wait for a new, if not questionable, system next year.
A nice handheld tied to a mediocre wireless carrier.
There is certainly some good stuff coming, but pretty much all the stuff we knew about or could normally expect.

Not even having concrete Last Guardian information ,

Who cares? Whether is is the entirety of the game or only a portion of it, the Kinectified portion of the Fable game are bad.

F3 was easily the worst in the series and rather than addressing the various flaws, they spent time waving at Kinect. All from the guy behind Milo.
Which was a fake piece of BS to start with...
Honestly, 'nuff said.

I think it is all a matter of perspective.

Was the Wii financially successful? Without a doubt. Having said that, how many core games can you play that well on the system? If the game even comes out? Did we get the 1:1 performance that was promised?

What are the issues with the Wii now? Weak hardware, confining control system, lack of first party games, severe lack of third party games, distinct lack of quality games, and a focus on the casual/kid market.

Perhaps I was wrong, but I was looking for a next generation Wii - something that refined the 3D control and pushed harder to be more relevant to general gaming (better hardware, improved controller, focus on games, etc.)

Instead, I have a concern that they are maintaining their casual approach. Also, unless they blow me away, that pad is so absolutely not what I was looking for and not the direction I would argue they need to go.

I just got home so I will need to look around, but did they ever confirm the price? Those pads seem ridiculously expensive, prone to breaking, and still not terribly adept at expanding control over games. It kind of reminded me of the issues I had with the NGP version of Uncharted. One of the strengths of gaming is having control over the world and taking part it in. Admittedly, this is a fine line, but I do not want to just be pointing at everything. I'm not looking forward to a "Just point for awesomeness" game.
Pointing may be easy, but is it better control/manipulation?
Questioning whether the Wii was truly a success for gaming,

Because right now, it looks really stupid and I cannot help but think they spent way, way too much time on the pad controller.

Also, what is it with these companies and the terrible names? Wii..uh...U! Playstation Vitami...Vita?
Really? This is how they'll grab the third parties and core gamers?

I could see some of the turning being due to recording a video or playing with a controller, but I do think the video has a slow movement speed in general. I am not sure if the player is only "walking" through the recording or, akin to D3, the player movement speed it just a tad lower than others.
I'd love a story, character upgrading, and world interaction.
Suspecting a lot of June's releases will be unspectacular,

Lebron is good, but there is no comparison - Jordan hands down.

Who else had the stats, the leadership, focus on the entire team, pulled off as many clutch moments, and has the rings?

All of that aside, who else had an equivalent personality and simply had as much fun playing the game?
The lip-stache does need to go, though.

This is certaining the most encouraging advertisement I have seen thus far. If nothing else, it looks like it will be a decent shooter.

I just hope it does more than pure shooting - I would love to see this have a good, mysterious story or to see some other developer make some type ouf RPG out of it.

Otherwise, I hope the constant weapon/ammo swapping is just them showing off for the video. When I watched them tweak the weapons close to ten times in a single room, I had terrible flashbacks of Stranger's Wrath.
Too bad they did not pick a more unique or different setting.
Curious what kind of performance this will have,

If it is restricted (early access,) I would presume it is treated like the Steam version or like DLC - you don't see it until you enter in or activate your code amd then it appears.
That or they are just fixing bugs with it.
Otherwise, it would like not show up until they hit the switch and make it "public."

Really thinking The Witcher 2 had a rushed ending,

It is nice to finally be playing this, but I still question some over the overall decisions.

Upfront, the graphics are tad outdated, but that is expected. Old or new, though, I do not get the obsession with making games look ugly. I do not want motion blur. I do not want film grain. I do not want everything outside of my immediate focus to be covered in vaseline. And when I do want to turn off this crap, I want to be able to individually select it, not lose every graphical enhancement.

Playing the demo, two thoughts spring up - one, they need to work a bit on the options/control/feel and, two, a lot depends how how much the final game opens up.

For the former, it is all the little things - it does not properly support 1920x1200, I want to tweak the FoV, Duke walks a little slow, running is overly exaggerated and has a split second delay, I do not like how the mouse input is handled, the scripting is a bit wooden, the animation feels a little stiff, weapons feel a bit weak, you're confined to only two primary weapons, the contextual use command is a little flakey, Daikatana taught us long ago that shooting small toads suck, I wish the kick feature was there for opening crates, etc.

For the latter, I am coming into this game looking for the fun and over the top aspects. From the demo's perspective, at what point was I really free to run around everywhere, explore for secrets, and create havoc? These were relatively linear, confined sequences. Looking back to just the first level of the prior game, I was using a jetpack, finding secrets, looking for cracks in the walls, playing in the arcade, screwing with the projector, going through an air duct, finding a secret via the cash register, etc.

I am mildly intrigued and need to play it again, but it really depends on what the final game is. If this style of gameplay - confined, linear areas with few special areas - is what the game is about, I would argue both developers failed at making a Duke Nukem game. So long as there are more unique or just improbable situations - the alien is in the building; go kick its ass! - in the final game, it has the chance to be fun. Even then, though, they really need to tweak some things to bring back the sense of speed and power.
I must be naive, but I see the possibility. I just don't think they did it.
