I've read that the reason behind this may be because the PS3 version actually installs itself to PS3 HD reducing load times as opposed to the 360 version.

If I remember correctly, the first Call of Duty was also released without PB. It came in a later patch. Is it really that hard to implement?

It starts the download at 80% as alot of the game files are shared if you already have HL2 installed.

"The store versions of HL2 were duplicated, packaged and distributed by Vivendi who had the publication rights for HL2 and CS:S only. These rights did non include DoD:S which is why it is not availble with the retail version."

"- DoD:S standalone(*): You simply buy only DoD:S. You pay the price, your steam account will extended and you can download DoD:S and play it, once it is released. The price should be around $10-20."
