EDIT:
It just occurred to me that US residents should be able to get the 19% UK VAT refunded to them after purchase. How you do this I'm not sure (contact the retailer) - This should make it about $29 to $30 USD (I don't know if you can get a refund for the shipping) after the refund.

I just noticed .. You quoted the prices in $ dollar , but I see them listed on GamersGate's site in Euro.

I think you need to take another look.
Either you right and GamersGate detects where your IP comes from and adjusts accordingly, or you just didn't notice the sign.

Here in Europe , Steam lists the price as 29,99 ( $37,10 USD ) and yes , that is 40 % off .. the standard price is 49,99

Which is why I NEVER buy games from Steam unless the games are on some super sale like 80% - 100% off.

Steam is fucking expensive outside of the US.

I offer a tip for everyone : Do what I do and use http://www.gamestracker.com/ to find the best price in your area.

Standard US price for ME2 is listed on Gamestracker as $26.44 for the US and it's 18.54 in continental Europe.

18.54 compared to the standard Steam price of 49,99 is 62% off - Better than Steams current 40% off.
They can take their "sale" and stick it somewhere unpleasant - Other stores are much cheaper even when they are not on sale.

When they are on sale elsewhere , it's even cheaper.
I picked up Dragon Age on a holiday offer last Christmas for next to nothing.

It pays to shop around.

I made a comment on The Bethesda Blog that segmenting a game like this into 4 different pack could hurt sales, as the 4 packs are sure to be joined by a 5th pack : "The Pirate Pack" that would include all the content the other packs have.
Thus making the illegal version the most complete and therefore the most alluring - A situation you really should avoid if you plan on selling many copies of the game.

They censored me ! Removed the comment and didn't even write to say why.
That makes me wonder how many other comments didn't make it on to the blog because they weren't full of praise.
It also pisses me off - I hate censorship

Read your comment .. tried it - Nope , it still shows the Securom dialog asking for my CD.

EDIT : On a hunch I updated the game to the lastest 1.7 version and now Fallout3.exe doesn't ask for the CD anymore.
It seems that somewhere between the 1.1 release I was using and the 1.7 release they quietly removed the CD check from Fallout3.exe (though not from the launcher as you wrote).
This is not mentioned in the changelog anywhere.

While it took almost a year for a proper crack for Splinter Cell: Chaos Theory to be released , the DRM could be circumvented and played even without a crack.
First by people with external CD-drives and then later on by most people when it was discovered how to make it work using daemon-tools and a CD-image of the original disc.
I'm also told there were many other ways to circumvent it - so maybe the reason for the long delay in releasing a crack was that it wasn't really needed, because the DRM could be simply bypassed.

I'm sure Ubisofts DRM will "evolve".
The next version will likely require you to register with a picture ID and will activate your microphone and webcam (required hardware if you want to play) to monitor you at all times (not just when you're playing) thus ensuring you don't act against the company's interests.
