What I don't really understand is how they can call this an open beta when it's open only to Fileplanet subscribers. One would think if they were truly interested in making sure the game worked for the widest possible audience they'd just open it completely.

How did they screw up the Civ 4 launch? I'm not familiar with that. Initially the the game wouldn't load for a large percentage of ATI configurations, the install/play discs were mislabelled, cd copy protection (safedisc I believe) prevented the game from recognizing discs for many people, the French Canadian version of the tech tree map was distributed in a few runs in the US edition of the game, several of the special edition manuals were bound upsidedown, no printed manual at all for the Canadian editions of the game (they gave us a pdf on a disc), and tech support that couldn't handle the customer load and ended up ignoring/hanging up on many paying customers. The only release I can think of that went quite as badly was the Ultima IX debacle.

This was done because the maps, as they were originally built, were too easy to defend. Choke points combined with overpowered turrets and overpowered vehicles made games end more with stalemates and standoffs than capouts.
T1 was more balanced in general, but biased to offense so the games were more fluid and fun. T:V seems to about the same. The biggest problem I've seen is that some of the maps are small enough that players can reach flag-to-flag without even hitting the ground, which does make defense difficult. This is being worked on, the small maps are being enlarged.
T:V also splits the scoring up, so you get a better of idea of what players are doing and how well they're doing it. There are Offense points, Defense points, and Style points. Offense and defense points are pretty self-explanatory, but style points are awarded for things like mid-air kills with the disc. This means that good dedicated defenders should be adequately compensated on the scoreboard for playing their position, as will good offensive players.
