I think its a failure on two of parties here. Verizon for nearly instantly caving to requests that come across as even halfway official looking. The police for having abused search warrants so hard and often that fake ones are treated as real ones instantly and are responded to with zero to minimum scrutiny.
When a legal order comes in at my work it escalates immediately up to the supervisor who consults legal before anything else happens. At the absolute minimum, whoever responds should pick up the phone and call the number for the court, judicial department, magistrate, etc. to verify the document's authenticity. The manager of the Verizon staff member who let this out will face displicinary action.
