It is? Where? This is not fraud, this is merely against some EULA chapters, nothing more. No judge will come after you, when you buy stuff from a company from a region where they do not want to sell you stuff. I frequently buy games on Steam with a proxy.

That "DLC" was in fact a complete and gourgeous addon and not some fancy horse armor or a nice little tower with a few quests. People bitching about DLC do want full grown addons and no DLC crap. They consider themselves "customers" and not sheeple who fall for the very clever micropayment scheme, where you pay in the long run MUCH MORE for the same content.

Remember the whining about the sales of Crysis: "Meh, meh, meh, pirates, stupid PC customers, it's all YOUR fault! We cancel further patch support and YOU are to blame and no one else!! *door slamming*"

Well, but in the long run Crysis was one of the most succesfull PC only titles of the entire EA catalogue, selling more than 3 million units and an additional 1.5 million units of Warhead.

Steamworks FAQ -> See all the items in the sidebar to the right. Steamworks does many things. I think the most important thing it provides is a store, you as a developer don't have to worry about. And enough customers "in" that store to make it the biggest candidate.

Steam for DLC mircopayment is understandable. But why Steamworks? Does Valve charge less, if you (the publisher) uses Steamworks instead of just putting the game on the Steam servers?

Zenimax needs to impress their investors. The only reason for DRM. Minimizing potential risks is part of a standard business plan. EA and Take 2 started using Online Securom, when their quarters were "not so good at all". Ubisoft announced their own DRM scheme when their CEO had to report less then impressive numbers.

Investors are stupid!
