How's your CPU? I think ArmA's pretty CPU dependent too with all the AI stuff it has going on.
I have an i5-2500k OC to 4.3 and 16Gigs of RAM
It must be the CPU, but it was disappointing to not able to run this game smooth with the new video card.

??? I have a 970 on a 28" IPS panel running at 2540x1440 & almost everything turned to max & it runs incredible.
What is the rest of your system specs like?
For me I couldn't get a steady 60fps, it was all over the fucking place, but mostly 25~30fps 1080p

You will need a pretty beefy rig to run this game at a steady 60fps at 1080p
According to this
Guess all the extra delays went into polishing the console versions.

Evolve was the first review I've seen (heard) with the ringer, not sure if that is the special game he got that ringer for but it certainly added a whole new level of depth to his video game analysis.

No because most of these graphical bells and whistles won't be implemented into games unless consoles can handle it.
Very very rare to find a developer that will include PC exclusive features into their games that requires extensive development.
Maybe Chris Roberts can take advantage of some these DX12 features in SC

Yep, it does seem like the originally pledged ships are already outdated. I probably won't be able to do much in my $35 ship ones the game comes out, other than fly around and get blown out of the sky by the multiple hundred dollars monstrosities.
I still won't give them any more money until I see a game that entertains me.

I've lost almost all interest in WoT due to the nerf a patch or two ago.

I am more into World of Warships to be honest.
It's much slower pace, requires more strategy and team play. Much more of my play style, but I do like WoT too. At least the lower tiers are fun to play.

One of the recent Need for Speed games also had that weird fps lock issue. I remember watching the Total Biscuit video about it.
