No. I doubt it is a joke. Peer to peer helps cut down on cheating. Warcraft 3 has a similar multiplayer engine which was developed for the very reason that so many people with Warcraft I, II and StarCraft were cheating by using your basic memory editing techniques. Its actually nifty, in my opinion.
