I don't remember there being any set number of GOTY awards that a game has to get in order to have a Game of the Year edition.
Obviously because you made it up.
I'd have to say that, as it won PROMINENT GOTY awards, it qualifies as one of the "Games of the Year".
All a "Game of the Year" tag is, is just that. A tag. It says: "Hey! We won one or more Game of the Year awards! Buy this game!" as opposed to "platinum edition" which doesn't even make any sense. It's not made of platinum.
I've never quite understood why people have an obsession with what is on a box, especially when they don't even plan on buying the box.

By the way, does anyone know what engine the game is using? From the looks of the videos, the graphics are awesome (smoke effects, real time shadows, high polycount). And it seemed that the hardware they used to do the real time parts were struggling a bit, so they couldn't all be prerendered.
