No, B2 is a lot more refined in many ways and the physx stuff is very cool too. It doesn't require you to know the story of the first really.
I went back to B1 last weekend and it felt a lot different from how I remember it (funny how the incremental changes add up to so much). I've sunk an ungodly amount of time into B2 - great game and very well supported with so many expansions. The addition of some really fun characters after release (with neat powerups and powers) kept me going back.
