There is a TON of CPU/GPU power that is being wasted through the pipelines of an all-purpose system such as Windows.

Consoles always have a much shorter pipeline and far fewer background processes, and it's on controlled hardware which can be severely optimized for without fearing for compatibility.

That's how they managed to port Quake 2 to the freaking PS1. This is how PS2 pulled off games like Shadow of the Colossus and Black (with shader effects the console isn't capable off). This is how they got a near-full-featured GTA title on the Nintendo DS. This is how end-of-life PS3 titles like "Last Of Us" look pretty stunning considering the console is based on GeForce3-strength hardware.

PS4 hardware is incomparably more powerful, so I don't exclude the possibility that it's going to beat PC in terms of visuals.

While it's true that consoles are more efficient and can thus do more with less, efficiency only takes you so far. PC hardware is already significantly more powerful than what's going into the PS4 and Xbone and that power gap is only going to widen over time.

Also, the PSOne port of Q2 was pretty terrible. It's not comparable to the PC version at all.
