I think you are confusing what Steam exclusive means.
If you read the article they are talking about what a pain it was to have different versions of the game for patching etc., so they will go Steam exclusive in a sense that the game is Steamworks title so you will not be able to play it anywhere else but on Steam.
I remeber the previous games had different versions ( download, retail DVD disc, Steam version, etc) With Arma3 there will be only Steam version which you can buy wherever you buy your games and you will receive a steam key, just like how it is with any other Steamworks title like Dishonored for example.

I personally have never seen a game that you could only purchase on Steam and obviously this one will not be any different as they say you can buy the boxed DVD version in the store, so I am sure you will be able to buy the digital download Steam key anywhere else as well, like Greenmangaming or amazon.

We will see when the game releases, not that it matters much.
