Though, that was largely due to the fact that generic enemies scaled up to your level while the unique bosses did not. When I fought Mannimarco, he died in approximately 5 seconds so it was pretty anticlimactic. That was a problem in overall design, not really in the quest design. The quest design was great; it took quite awhile for the guild to notice things were going wrong, you were sent on several fact-finding missions, and while you did that Mannimarco wiped out the guild where he could, and it wasn't until the end of a long quest line that you went to face him, and the Guild increased your position and title a few times along the way. I think there were like 16-20 missions or so, so by the end when you finally made archmage it felt like you earned it.
In Skyrim, you become an apprentice, and three days later "Well, you deserve to be Archmage because the Psijic Order, who only ever talk to you, say so!"

You'd think the requirements to be Archmage would include some sort of demonstration of spell casting proficiency. But, then, the thief questline doesn't really require you to steal anything either. At least as an assassin they actually ask you to kill people. Yeah, it's quite amusing how you can become Archmage even though you have no ability to cast even Adept level spells. (My highest magic ability at the time was 44 in Destruction.) Then again, the only spell you ever see Savos Aren cast is a Novice level Lightning Hands spell, so...
The Thieves guild actually does require you to steal stuff. Mostly in the radiant quests to restore the guild, but in several of the main missions you have to infiltrate and steal things. (GoldenGlow estate you have to find the sales order in the safe, and then later you have to infiltrate a Dwemer museum to steal this guy's Falmer translations.)
