360 controller: 4 buttons on D pad, 2 analog buttons, 2 triggers, 2 shoulder button and 4 traditional buttons. Total of 14 buttons.

Keyboard: q, e, f, g, ctrl, c, z, x, shift, tab, mouse 1, mouse 2. Total of 12 standard buttons.

What about WASD? they are for movement. Mouse scroll is not a button either.

It's not a matter of buttons. It's more about the interface and how you interact with it. You don't need any more or less buttons for a game. More often with console games you have combo controls. Something that is almost never used on a computer.

Just because a game is on the console doesn't mean it it limited by control buttons or in game abilities.

Most FPS games are very basic in controls and abilities.
