It won't make more than a tiny difference. Everyone knew exactly what they were getting into with Diablo 3, and everyone happily sent the message to publishers that "We will gladly accept this if it's a game we want."
Sim City will sell quite well. I don't know that it'll be a mega-success, but the DRM won't turn off too many people. EA knows this very well, which is why they're putting it in.
