You could always VPN using a European IP address and still download from Steam from a US server. That's what is happening to me now. I'm in Afghanistan, the ISP is satellite to Germany, and my Steam shows up in English, but with Deutsche marks as the currency. Oh, and I'm loading it up now. Granted, it's slow as hell and the war may be over before I get all of it. =)
