True, but big difference. Phones can still be anonymous, and friends can borrow them. You also also opt to -not- carry a phone any time you want. These 'ID' tags are the opposite. Their sole purpose is to track children, not make phone calls. It can be easily deduced that since it is an educational institution, that the children are being taught to submit to tracking. They are being taught to be as cattle and being denied their inalienable human rights is part of being a 'good citizen.' The opposite is true.

The school are only trying to justify funding by giving proof of attendance.

Exactly. For the local schools, it's about money (greed). It usually is. The funds come from the state govt, and their motive is something else. That being, compliant cattle to exploit.
