I could give several reasons. The movies have already established a visual style that the game can mimick; they contain easily re-usable voice overs; they focused on the action-y bits and the ones that are more likely to appeal than the rather dreary ones from the books (I doubt there's many people aching for Tom Bombadil and the Old Forest gameplay, although the Barrow-Wight could be cool), and finally they are far more likely to be recognized in this day and age than the books.

However, those all have nothing to do with the real reason why, and that is that Warner Brothers has a license to turn the MOVIES into games, and does not have a license to do the same for the books. Ergo, Latin, they make games based on the movies.
