Sure, and a skill that requires you to be using another skill in order for it to activate is not a separate skill. We could go round and round on this all day.
Sounds like it would just be an active skill that depends upon another active skill. Still not passive.
I mostly agree with the rest. More active skills would make for more interesting characters and gameplay.
