Not surprising at all. From all accounts, Dawnguard looks like little more than a collection of what the team came up with during the "Game Jam" hobbled together into something they can sell. I guess the reason the next DLC isn't in production yet is because they need to have another "Game Jam" in December to have more stuff to recycle into another DLC. Shivering Isle this is not.
