That's true, same with a lot of the smaller add-on stuff for The Sims 3, but my understanding is Valve got fed up with it around March of last year, which is when both Dragon Age 2 and Crysis 2 came out and were only available on Steam for a short time. In other words, the new policy didn't apply retroactively.
