EA is too beholden to brick and mortar (GameStop) to offer titles at a lower price. They aren't willing to challenge them head on by undercutting physical sales. Same reason Microsoft said they won't follow the Sony path of selling digital games on physical release date or sell the digital at lower price.
They will sell the digital version on Games On Demand six months after the physical release and for full retail value. Doing anything else is just asking for a fight from brick and mortar (GameStop).
