The thing is that it takes a LONG time for the really good mods to come out. Oscuro's Oblivion Overhaul didn't hit the big time until 1.3, and that came out nearly 1.5 years after Oblivion was released. Same with Mart's Monster Mod, Francesco's, and God forbid, Convergence.
Also, after making the same mod for essentially two or three games in a row, I've noticed a lot of the old guys have gotten a bit tired and fed up with it. A lot of the top modders seem to have either left the community, or are just taking it easy and lurking.
So give it some time. There's some cool stuff being worked on.
