"temporarily suspends ratification" (act of transporting EU directive into national LAW)
The treaty is already signed, now it has to be ratified by each member, and currently politicians are scared that it could lead to another pirate party boost (in Germany) Pirate party in government would be the greatest affront against established politics.

So lets make it happen
