I don't know but I always assumed it was different lighting models. A costlier model for indoors and a cheaper lower-quality one for outside. I note that Far Cry did the same thing, outdoor and indoor lighting models but with seamless transitions. Though Far Cry had huge but still multiple, distinct maps unlike Elder Scrolls' single, essentially limitless outdoor map. So I don't know how fair that comparison would be.
