Getting yourself warmer is a no-brainer so long as you layer up appropriately and have some shelter if it's windy / snowy / etc. But unless you're talking extremes (blizzards, arctic, etc) you can do what you want outside. Though shelter helps, especially at night... being homeless in the winter can be a death sentence without a place to stay or a fire or whatever.
In the melting heat, you're less flexible. You pretty much have to stay in specific areas (buildings / pools) unless you want to risk heat exhaustion or just sweating a lot. Shade only does so much and isn't always around, and 'running to the pool' isn't much better than 'staying inside.'
