Looks like all quests including faction and main quest are done from base game (expansions have been started on, blood moon & tribunal being worked on now).

Things like cell ownership so NPCs appropriately react when you steal, and they don't inappropriately sell stuff, and cobwebs in tombs, etc. Looks like its basically playable as it is, its mostly tweaking to more match oblivion.

Yeah I downloaded a bunch of stuff to get this going and then read much of the morrowind wilderness is totally empty (though of course you could make the case it pretty much was in the vanilla original too) which kind of turned me off.
