i thnk u have to enable Cg emulation in the 40.xx drivers and later on non nv30 based cards in the advanced tabs somewhere ,could be wrong it mgiht jstu always be on, but Cg emulation is mentioned in teh docs (not running 40.xx atm due to them reporting incorect EDID info from my monitor, bug i thoghut they'd killed once and for all in 38.42 :o( ) this option simply beeing there at all hints that Cg will never run on any card other than nvidia too...
