Well if you want to be accurate you couldn't download any games when Steam launched because the launch was a disaster. That said, I doubt Valve could have really done Steam in any way that wasn't a small mmo-launch-day style disaster, but just saying. It would see brief windows of functionality, but for the most part it was useless for the first few weeks. And I think the friends list took years to get working right.
