The scares are much improved.
Games don't scare me so I can't really relate. I never played FEAR1 for the scare factor. Only gameplay.

It's non-linear enough to where I didn't even get 75% of the Intel Items, despite trying to thoroughly explore each level. But if you knew anything about horror games, you'd know that they have to be somewhat linear. If you can skip all the scares by freely parkouring over the roofs with your magical psychic powers, it isn't very scary or thrilling.
That has nothing to do with non-linear at all. That's about hiding secret areas in the game. And I never knocked the linearity of the game, just that it made the additional variety in levels nothing more than useless eyecandy.

The combat felt largely unchanged from the original game, it could have used some improvement. The vaunted FEAR AI is just not that great, and as you said, much like the original there just aren't enough enemies in most encounters.
FEAR1 has many areas where you end up encountering up to 5 replicas at once as they were sensitive to sound etc, where in FEAR2 it almost never happens as they only care about their script trigger and will ignore their squadmates being fired upon until it triggers.

The intel item system is a lot better than the original game. There are a lot of cool story tidbits that you get as a reward for paying attention and exploring a bit. This is much better than someones handy laptop just left sitting there, or a convenient phone with an unsecured voicemail. Especially since you can go back and read them again when you get more intel to help put more together.
The intel items ruin the gameflow completely, especially as there are so many useless ones. At least with the audio tapes and laptops you could continue moving on after pressing it once and not miss out on details. Also, the PDA interface sucks ass.
