I do a major upgrade every two years as well, and I've been pleasantly surprised by how well my current machine (Core 2 Duo E6600, GeForce 8800 GTS, 2 gigs RAM) has held up since January '07. As WarPig mentioned, there's *always* something new just on the horizon, so there's really no point in waiting, unless there's some new feature coming that you just have to have.
I'm guessing my Jan. '09 machine will have a quad core proc, and a mobo that will accommodate the Nvidia GTX 280 line of cards (unless they have something faster by then). I also tend to buy one notch back from the bleeding edge version, which hopefully saves a little bit of money.
I still don't know if I'll do the 64 bit version of Vista yet, though. I might stay with 32 until Windows 7 comes out ...
