You did exactly the right thing zirik, even if the leak wasn't before the meter, you should always tell them it is, otherwise your leak will not be labeled as a "Priority". I learned this the hard way, after about 20,000 gallons of water sprayed out of my meter(the meter actually cracked near the middle of it, running to the shutoff valve)from the time it took from my call to the utility company to the time it took them to show up and stop the leak(an hour and a half). They then insisted that I pay for that water because it "happened on my property". Had to threaten to sue them before they backed off on that one.
