Nologic, TF2 wasn't ever developed on the Q3 engine, they had yet another homemade engine they were working on before Source, which they scrapped as not being good enough for what they were trying to do with it. The E3 media clips are from that engine. And even before they began working on it as a HL add-on, it was being developed on the Q2 engine like Dantastic said.
It's a shame it never shipped back when it was planned, as it incorporated a lot of new features that would have at least given it something in the "first to ever..." categories. Since then, other games have picked up on the announced features and incorporated them as their own. Multi-resolution mesh models, a "commander" class, smoke grenades, a better stealthy "spy" class, and so many more. Oh well.
