I'm confused by the argument that Valve would have been better off by not telling the community that their security had been compromised and their IP stolen. Withholding that information would mean that they were withholding prejudicial information from their shareholders (i.e. shareholders in Vivendi Universal). Valve had a responsibility to disclose this information. To not disclose would have left them open to legal actions.
