First, it wasn't only Republicans who voted to pass the bill; second, the Democratically controlled congress has had *two years* to repeal this law--uh, that is, if they wanted to repeal it--which obviously they don't. To be fair, the UIGEA was attached as a rider to a port security bill. Voting against that bill would have been political suicide. Some of the worst pieces of legislation have gone through as riders on big, must-pass bills (e.g. Real ID on a military spending bill). IMO this is one of the biggest, if not the biggest flaw in the American government.
