MS isn't "toeing the corporatist line," this is every advertiser saying "if you do this we'll just ignore it."

The "do not track" list is voluntary for ad companies, not mandatory, and the agreement is that they'll respect it so long as it's an opt-in option. So Microsoft's idea would have been great for consumers for about a week and then terrible for them when, suddenly, there'd be no such thing as a "do not track" list.
