In most cases yes. For example, with Magicka, Crusader Kings, and SotS2, you can email the activation code to anyone you wish and they can register for a free Steam account and use the activation codes to activate the game via Steam. It will be forever more downloadable and playable from Steam with the registered Steam credentials. Be advised: he activation code will only work once for one person; from then on Steam handles everything else.
