World of Darkness News has a statement from World of Darkness producer Chris McDonough responding to news of layoffs at CCP and the resulting "significantly reduced team" for the MMORPG:

Hey Guys, sorry I haven't read all of the posts, been a long day and out buying drinks for some folks who are departing. Just wanted to say, this is not the end of World of Darkness, far from it. It is also not vapor ware, as we have been doihng playtests for a while. I have been involved in all of the descisions made surrounding this project and the current situation. I am also in charge of rallying the teams come Monday to refocus our efforts on getting this thing in shape. This is a tough spot, but I can promise you, we still have plenty of guys on staff.

I don't really disagree with your assessment, except that I don't think there IS a PvE element. Oh sure, you could count running the same dozen quests, over and over and over. It sorta passes as PvE. Or you could be a Miner/Manufacturer - an activity that is actually Less rewarding than Real mining and manufacturing.

No matter how much I want it to be otherwise, there is no way a CCP WoD MMO is going to be an online iteration of VtM:Bloodlines.
