The Apogee Legacy #1 - Jim Norwood on the 3D Realms Website is a Q&A on the history of the company that offers an offhand comment (thanks GameSpot) seemingly revealing the development of a Lord of the Rings RPG:

Making more games of course... I'm currently on Lord of the Rings : The White Council at EA as a software engineer. It's a new RPG game. That's all public information, so feel free to look it up on the internet or EA's website.

MEO is still in development at Turbine This seems to be a rumor, as I can't find a lick of info about it on the EA games site, nor a press release revealing anything related to the sort other than BFME2 coming out in the near future from EA. I called PR at EA but was not able to get a response.
